There are several reports and windows you can refer to when researching why or why not an item was posted using Courtesy Pay funds.

The Courtesy Pay Negative Shares Report 242 identifies all the share draft accounts that have a negative balance as a result of Courtesy Pay processing. The 242 Report includes the share balance, Courtesy Pay limit and the number of days that an account has had a negative balance as a result of Courtesy Pay processing.

The Courtesy Pay Loan, Charge Offs, and New Accounts Revoked Report 244 contains three sections:

  • The New Loans and Advances section displays new Courtesy Pay loans created and advances on existing Courtesy Pay loans, including the member number, share type, share balance, note number, payment due date, loan balance, and payment amount.
  • The Charged Off Share Accounts section displays the accounts charged off, including the member number, share type, charge off code and charge off amount.
  • The New Accounts Revoked section lists new accounts where the Courtesy Pay Option field on the Shares - Draft Info tab will be changed to R - Revoked at the end of the new account period.

The Courtesy Pay Status Report 245 lists all Courtesy Pay status changes and conditions that cause the account to be active, not active, suspended or not suspended.

Share draft accounts with Courtesy Pay will have a CP indicator on the Account Listing grid. The Shares - Draft Info tab contains a members individual Courtesy Pay options, and the Shares - Activity tab displays the number of Paid Courtesy Pay draft items.

The Share Draft Daily Activity Report 450 displays share draft transactions posted using Courtesy Pay funds with an exception code of CP, CO, CU or CA in the EX CD column.

The History - Share Draft NSF/Return History tab will display:

  • Drafts paid against courtesy pay negative balance limit with an exception code of CP.
  • Drafts paid using a combination of overdraft protection funds and courtesy pay negative balance limit with an exception code of CO.
  • Drafts paid using a combination of uncollected funds and courtesy pay negative balance limit with an exception code of CU.
  • Drafts paid using a combination of overdraft protection funds, uncollected funds, and courtesy pay negative balance limit with an exception code of CA.

If any funds are being held on the Authorized Debit Holds dialog box, the funds are not available for the member to use, and Portico may need Courtesy Pay funds to clear any drafts that come in while the funds are on hold.

If the Deceased check box is selected for a member on the Contact Information tab and Courtesy Pay funds are needed to authorize ACH items or share draft items, ACH items will reject with exception code R14 and share draft items will reject due to insufficient funds.

Debit Card Item

To research a debit card transaction, review the following reports:

  • Authorized Debit Hold Report 247 - Provides a list of all merchant debit transactions authorized during the reporting period. The report reflects the member number, debit ID, share account type, detail merchant information and amount that was received in the authorization request.
  • EFT Courtesy Pay Notices Report 273 - Produces a notice to inform members that a fee was assessed for posting an ATM, Debit Card, or Virtual Branch Bill Pay share draft item using the Courtesy Pay credit union-defined share draft negative available balance limit. The 273 Report consists of hard copy notices only. One credit union-defined message detail is available for this notice. Use the Notice Messages window to edit the OCP message detail for EFT Courtesy Pay activity. If no message detail is entered, the notice will still be produced.
  • Network Cardholder Activity Report 904/914 - Displays ATM, Debit Card, and Bill Pay share draft transactions posted using Courtesy Pay funds. The following indicators identify transactions posted using Courtesy Pay funds:
    • A - Used Courtesy Pay with Uncollected funds to process
    • C - Used Courtesy Pay to process
  • Online Network ATM/POS Fees Report 908 - Displays fees assessed as a result of Courtesy Pay processing. The TRANSACTION DESCRIPTION column displays ATM CP FEE or ATM CP FEE REV if the fees were assessed as a result of Courtesy Pay processing.

The fee messages that will appear on a member's statement for using Courtesy Pay funds to post ATM, Debit Card and Bill Pay share draft transactions are F3 COURTESY PAY FEE and F4 COURTESY PAY FEE REVERSAL.

On the Authorized Debit Holds dialog box, check to see if any funds are being held. Since held funds are not available for the member to use, Portico may need Courtesy Pay funds to clear any drafts that come in while the funds are on hold.

For Courtesy Pay credit unions with Visa Check or MasterMoney merchant authorization and settlement transactions that use Portico online debit cards in conjunction with Portico Debit Holds, the following guidelines will help your tellers and members better understand why a Courtesy Pay fee is charged. If the authorization does not require Courtesy Pay funds for approval, then a Courtesy Pay fee will not be charged on the settlement regardless of the share available balance at settlement. If the authorization does require Courtesy Pay funds for approval and:

  • If the available balance at settlement is sufficient to post, then a fee will not be charged.
  • If the available balance at settlement is insufficient to post, then a fee will be charged.

Example 1: The member’s actual share balance is $1 and the available share balance is $1. If a debit card authorization for $1 is transmitted, Portico will create a debit hold for $1 and the new available share balance will be $0. If a debit card settlement for $33.96 is received, the $1 debit hold is released leaving an available share balance of $1 and an actual share balance of $1. The share balance of $1 is not enough to cover the $33.96 debit card withdrawal, so Portico uses the $1 balance and Courtesy Pay funds to post the withdrawal. The actual share balance is now negative $32.96. Although the $33.96 debit card withdrawal was posted using Courtesy Pay funds, a Courtesy Pay fee will not be charged because the original $1 debit hold was authorized based on the available share balance.

Example 2: The member’s actual share balance is $500 and the available share balance is $500. If a debit card authorization for $500 is transmitted, Portico will create a debit hold for $500 and the new available share balance will be $0. If a debit card authorization for $1 is transmitted, Portico will create a debit hold for $1 based on Courtesy Pay funds and the new available share balance will be negative $1. The member’s actual share balance is still $500. If the debit card settlement for $1 is received, the $1 debit hold is released and the $1 debit card withdrawal is posted using Courtesy Pay funds. The member’s actual share balance is now $499. A Courtesy Pay fee will be charged because the original $1 debit hold was authorized based on Courtesy Pay funds and the $1 debit card withdrawal was posted using Courtesy Pay funds.

If the debit card settlement for $500 is received, the $500 debit hold is released and the $500 debit card withdrawal is posted using the available share balance of $499 and Courtesy Pay funds. The member’s actual share balance is now negative $1. Although the $500 debit card withdrawal was posted using Courtesy Pay funds, a Courtesy Pay fee will not be charged because the original $500 debit hold was authorized based on the available share balance.

Example 3: The member’s actual share balance is $500 and the available share balance is $500. If a debit card authorization for $600 is transmitted, Portico will create a debit hold for $600 based on the available share balance and Courtesy Pay funds. The new available share balance will be negative $100. The member’s payroll posts, increasing the available share balance to $800. If the debit card settlement for $600 is received, the $600 debit hold is released leaving an available share balance of $1400. Portico posts the $600 debit card withdrawal using the available share balance. Although the original $600 debit hold was authorized based on Courtesy Pay funds, a Courtesy Pay fee will not be charged because the $600 debit card withdrawal was posted using the available share balance.

When a Courtesy Pay fee is charged as a result of a settlement received, the available balance less any fees (not including the Courtesy Pay fee) will print on the member’s statement. If the Desc Type drop-down field on the History – Financial Transaction History tab is Reg E or Reg E and Mbr Stmt, the available balance will appear on the History – Financial Transaction History tab with F3 in the Txn column.

If the Deceased check box is selected for a member on the Contact Information tab, Portico will no longer authorize debit card transactions. If Courtesy Pay funds are needed to authorize ACH items or share draft items, ACH items will reject with exception code R14 and share draft items will reject due to insufficient funds.

Rejected self service items will display on the Self Service Transaction Information dialog box with a denial reason of ‘Member has a delinquent loan’ whether the member has a delinquent mortgage loan or a delinquent credit card. If the item was denied due to an invalid address, the denial reason will be ‘Member has insufficient funds.’

ATM Item

To research an ATM card transaction, review the following reports.

  • EFT Courtesy Pay Notices Report 273 - Produces a notice to inform members that a fee was assessed for posting an ATM, Debit Card, or Virtual Branch Bill Pay share draft item using the Courtesy Pay credit union-defined share draft negative available balance limit. The 273 Report consists of hard copy notices only. One credit union-defined message detail is available for this notice. Use the Notice Messages window to edit the OCP message detail for EFT Courtesy Pay activity. If no message detail is entered, the notice will still be produced.

On the Exceptions window, the Network Type column in the ATM Network Exceptions grid will display the following for Courtesy Pay:

  • NSF UF CP - Courtesy Pay and Uncollected Funds
  • NSF CP - Courtesy Pay

ACH Item

The following reports can help you research an ACH item posted using Courtesy Pay funds:

  • ACH Courtesy Pay Notices Report 167 - Generates notices for ACH items posted using Courtesy Pay funds.
  • ACH System Posting/Exception Report 170 - Displays ACH items posted using Courtesy Pay funds.
  • ACH Origination Posting/Exception Activity Report 173 - Displays ACH items posted using Courtesy Pay funds.
  • ACH Fees Report 169 - Displays fees assessed for ACH items posted using Courtesy Pay, including fee codes and summary totals.

ACH items posted using Courtesy Pay will appear on the History – ACH NSF/Return History tab.

ACH debit items paid using Courtesy Pay will appear on the ACH Exception Items window with an exception code of ECP, ECO, ECA or ECU and a default non-return code of CPY.

  • ECP - ACH debit item cleared against courtesy pay negative balance limit
  • ECO - ACH debit item cleared using a combination of overdraft protection funds and courtesy pay negative balance limit
  • ECA - ACH debit item cleared using a combination of overdraft protection funds, uncollected funds, and courtesy pay negative balance limit
  • ECU - ACH debit item cleared using a combination of uncollected funds and courtesy pay negative balance limit

The fee messages that will appear on a member's statement for ACH items paid using Courtesy Pay are PA ACH COURTESY PAY FEE and PM ACH COURTESY PAY MAXIMUM FEE.

On the Authorized Debit Holds dialog box, check to see if any funds are being held. Since held funds are not available for the member to use, Portico may need Courtesy Pay funds to clear any drafts that come in while the funds are on hold.

Bill Pay

Delinquent Mortgage Loans

If the Delinquent Mortgage Loan check box is selected on the Credit Union Profile – Shares tab, Portico will determine if the vendor mortgage loan is delinquent before authorizing the use of Courtesy Pay funds. The Loan is Delinquent indicator will appear on the Transactions - Vendor Credit Card, Mortgage & Education Payments tab, Loan Maintenance and Inquiry dialog box, the Loans tab, and the Overdraft Protection dialog box.

If the Require Override on Share W/D for MTG/CC check box is selected in the Delinquency Options section on the Credit Union Profile – Loans tab, Portico will require a teller override before permitting share transfers or withdrawals when the member has a delinquent credit card or vendor mortgage loan. A Remove Restriction on Courtesy Pay Funds check box will appear on the Transactions - Vendor Credit Card, Mortgage & Education Payments tab, Loan Maintenance and Inquiry dialog box, and the Loans tab to let you remove the restriction of Courtesy Pay funds and allow future transactions to be posted to Portico without a teller override. If the mortgage loan is delinquent and you have determined that the payment applied is sufficient to cover the full delinquency amount, you must select the Remove Restriction on Courtesy Pay Funds check box to stop debit card or ATM transactions from being denied at authorization time.

Delinquent Credit Cards

If the Delinquent Credit Card check box is selected in the Courtesy Pay section on the Credit Union Profile – Shares tab, Portico will identify your credit card processor and determine if the credit card is delinquent before authorizing the use of Courtesy Pay funds. If a member has a delinquent credit card, Courtesy Pay funds will not be used to authorize debit/ATM transactions or cover share draft and ACH transactions until the credit card becomes current.

  • If your credit card processor is P-CPS, S-CSC, or E-FIS, Portico will review the due date and the payment amount:
    • When due date is less than the current process date and payment amount is greater than .00, then the credit card is delinquent.
    • When due date is less than the current process date, but the payment amount is 0.00, the credit card is considered current.
